By the end of 2025, Montenegro and Serbia could become full members of the European Union. By 2019, they are supposed to meet the criteria of the rule of law, thus demonstrating a serious commitment to face reform challenges. By 2023, negotiations are expected to be concluded with Montenegro and expected to be signed in 2024, thus entering into force by 2025. The European Union has urgently invited all Balkan states supposed to access the EU to settle bilateral disputes.
